WASHINGTON — U. S. health regulators approved a controversial move Wednesday, saying the Food and Drug Administration will now consider the agency’s recommendation for a new, long-acting medication for erectile dysfunction.

FDA officials have expressed frustration with the move, which has been delayed and has not been supported by scientific studies, and with the agency’s decision to approve a second drug in March.

The drug is called Eroxon, and the FDA says it works by increasing blood flow to the penis, thereby helping men get and keep an erection.

The FDA has not decided whether it will approve Eroxon or a new treatment for impotence or other similar conditions that could be caused by its use. Eroxon is a once-daily version of Viagra, a drug used to treat erectile dysfunction. Viagra’s patent has expired and is now available on the U. market.

“FDA’s decision to approve Eroxon, which was once considered a new drug for erectile dysfunction, has no impact on the FDA’s role as an advisory agency and is not a positive step for the agency,” said Dr. John R. Rabin, assistant director of the FDA’s Office of Administrative Action.

The agency approved the first medication in March for erectile dysfunction in men over 40, but said the agency was not sure whether the drug would be available for patients with other health problems.

Dr. Sidney Wolfe, director of the FDA’s Center for Drug Evaluation and Research, said the drug is still not recommended in patients with erectile dysfunction because of the risk of complications.

“It’s a very different drug than what is currently available,” he said. “It’s not FDA-approved. It’s not FDA-approved and it’s not being used.”

Michael J. Dolan, who was the agency’s senior director of regulatory affairs, said the agency was disappointed with the move and said he was not making any new recommendations for the agency.

“The agency is still reviewing all of the available scientific evidence,” he said.

“We are hopeful that the agency will respond to the information we have received,” he said. “This is a decision that reflects the health care system as a whole.”

A spokesman for Pfizer, the company that developed Viagra, said the agency had been reviewing the drug and the research.

The company said its decision to allow the drug to be approved and its approval to be based on that information were made based on its own clinical experience and the company’s knowledge of the drug’s safety.

In January, the FDA approved sildenafil for ED, as part of a broader review of cardiovascular risk factors, but its review was not made public because the drug is not approved by the FDA.
